In 1970, the City of Simi Valley established the Simi Valley Neighborhood Council Program. The program provides an opportunity for Simi Valley residents to participate in local government at a grass roots level. The City of Simi Valley is divided into four Neighborhood Council districts (refer to the map below to locate your Neighborhood Council). Every City resident 18 years and older is a member of their respective Neighborhood Council and is encouraged to attend and actively participate in their respective Neighborhood Council meetings.

Each Neighborhood Council has a 13-member Executive Board appointed by the City Council. Neighborhood Councils meet once a month and Board members serve two-year terms. Neighborhood Councils advise the City Council on development projects, resident concerns, and other matters on which the City Council has specifically requested their input. The Neighborhood Councils work within the City's government process to develop recommendations and innovative solutions to community concerns related to planning and development projects, public safety, traffic issues, community services and disaster preparedness.
Neighborhood Councils are important because they:
- Give developers the opportunity to dialog with residents and address concerns early in the planning process, allowing them to make changes prior to an official public hearing;
- Afford policy makers and City staff the opportunity to gain a more thorough understanding of citizen concerns;
- Provide residents the opportunity to voice their concerns in a less formal atmosphere than a public hearing before the City Council or Planning Commission.
The Joint Chairs Committee and each Neighborhood Council Executive Board meet once a month at 7:30 p.m. in the City Hall Community Room to consider issues that affect their neighborhoods.

The Joint Chairs Committee meets on the first Tuesday of the month.
Neighborhood Council #1 meets on the Thursday following the first Tuesday of the month.
Neighborhood Council #2 meets on the second Tuesday of the month.
Neighborhood Council #3 meets on the Thursday following the second Tuesday of the month.
Neighborhood Council #4 meets on the third Tuesday of the month.
Note: Neighborhood Councils are usually dark in June and December.

Formal recruitments for Executive Board members are conducted every eight months. Volunteers who wish to donate one or more of their evenings per month on behalf of their community are encouraged to apply for an Executive Board position. Applications for the Executive Board may be obtained by:
- Calling the Neighborhood Council Coordinator at (805) 583-6756, or
- Visiting the Department of Community Services in the Development Services Building, 3855-A Alamo Street, or
- Attending a Neighborhood Council meeting in your district.
